Regarding your question for the legal status of European patent
documents, a CD-ROM product called Espace Legal is available from
MicroPatent.

Espace Legal contains;
Board of Appeal Decisions, Examination guidlines, Treaties, and Forms.
Legal carries text of ALL published decisions of the Boards of Appeal
in English and of unpublished ones in the language of proceedings.
ALL are fully searchable.

Legal CD-ROM contain the data from 1978 - current (2 issues per year),
and is available from MicroPatent for approximately $800.00/yr (USD).
