An issue brought out by this PCT-CA transfer problem is the general
question of the status of PCT applications. Is it possible to track
when and where an applicant has paid national stage fees? I'm not
aware of any method, unless a patent office reports this information
somewhere. I'm also not aware if there is a method of determining
whether a PCT application is Chapter I or Chapter II. I don't think
the PCT reports this kind of data.
