Japanese patent translations

I have a request from a user for "cheap translations of Japanese
patents". Our experience has been that translation of Japanese patents
is not "cheap". Where possible, we locate English versions when the
patent has also been filed in the US or in English in another country,
but we find many are only filed in Japan. As well, since filing rules
differ from country to country, the actual patent filed outside Japan
may differ sufficiently so that a user is interested in what was said in
the original patent. The patents we are interested in are primarily in
the areas of polymer chemistry and catalysis.
Does anyone have a source for "reasonably priced" (I don't really expect
"cheap") translation services that are also reliable and accurate?
