The House of Representatives is moving quickly on H.R. 400, a bill to
amend title 35 of the U.S. Code to make the U.S. Patent and Trademark
Office a government corporation, authorize publication of U.S. patent
applications 18 months after filing, etc. (21st Century Patent System
Improvement Act; Patent and Trademark Office Modernization Act;
Examining Procedure Improvements Act; Protection for Prior Domestic
Commercial Users of Patented Technologies Act; Enhanced Protection of
Inventors' Rights Act; Improved Reexamination Procedures Act).

You also may want to use THOMAS to check out S. 421 (a Senate bill
which is similar to H.R. 400).
On 17 Apr 1997, the House accepted amendments (HA 23) offered by Rep.
Coble and rejected a substitute bill (HA 24) offered by Rep.
Rohrabacher. The House will vote on the amended bill THIS WEEK (Wed
23 Apr 1997 ?).
