It is not quite electronic, but it is in a digital form.
The EPO sells a CD-Rom with the title "ESPACE Legal". According to
its label, the CD covers Board of Appeal Decisions, Examination
Guidelines, Selected Treaties, Forms. It runs under Dos and Windows.
Boolean as well as wildcard searching is allowed.
The most recent version that we have was issued last March.
