I concur, and even more. Too much of the Internet is woefully
unreflective of modern library science. There is more to it than
just putting documents on the Internet - how you do so, the
organization, linkages, etc. are important library science issues
that typical government agencies will pay little attention to (look
at the poor design of most of the USPTO Web pages, an agency notorious
for paying lip service to library science).

Having an agency like the NTIS act as a duplicate site, with the
ability to hire a few librarians (indeed working with the LIbrary
of COngress) is a cheap investment with potential enormous returns
for the country as a whole.
