Relationship of European Patents and priority date

I thought European Patent applications were published 18 months after the
priority date, with possibly upto two weeks delay. However I have come
across this week (Publication date 1st September 1999), more than 10 patent
applications with the earliest priority November, December 1997 and filed
before the end of 1998. I would have expected these patent applications,
whose numbers I have given below, to have been published before June 1999.
None of these applications are PCT transfers or published accordance with
art 78 EPC or divisional applications.

Does this delay of more than two months occur with other publishing
authorities, particularly PCT?
