There are at least two possibilities here:
i) the applicant never pursued the case to grant in the US, but merely
used it to obtain a priority date for foreign filing. The US case may
have been voluntarily withdrawn or thown out by the patent office.
There may in fact be no corresponding US member to the family. ...OR....

ii) depending upon the subject matter, it may not have been covered by
WPI. 1971 is right at the edge of anything approaching comprehensive US
cover; Chemdoc (OK, section E!) came on stream in 1970. Have you tried
another source like CLAIMS ?
