Missing data from the web version of PCT Gazette

Today I searched the PCT Gazette for patents by a specific patent assignee,
using the option all ( for all dates of publication). The search results
missed a specific patent application published on 15th April 1999., whose
existence I was aware of. This patent application was not retrieved by the
patent number either. However using the option of the week of 15/04/99, I
was able to retrieve the said patent application either by the patent number
or the assignee.

Searching the whole of the database using the all weeks option, by
publication date dp/19990415 brought zero hits, while dp/19990408 had more
than 1000 hits. Obviously all the patent applications published on 15th
April 1999 were not included in "all" options. Are there other patent
applications missed in this web version of the Gazette? Would someone from
WIPO comment how one whole week worth of applications were missed and about
their quality checks.
