I'm sure almost all of you are familiar with PAJ (Patent Abstracts of =
Japan). Well, a companion is now available on the internet, PAR (Patent =
abstracts of Russia). A nice feature of PAR is that it includes A =
documents as well as C, unlike the Esp@cenet database, that turns up =
only C's.

The Technical University of Ilmenau has been putting patent resources on =
the net for some time and now has PAR available. The address is: =
http://www.patent-inf.tu-ilmenau.de/welcome-eng.html and click on "www . =
databases" for access to both PAJ and PAR.

The PAR seems to start with publication year 1994 and is current up to =
December 1998. The search help page is still only in German (this will =
apparently change next week), but a quick tip for users: the truncation =
symbol for IPC searching is the $ symbol.

You can also order patents in .pdf format there once you register. The =
registration is free and there is no minimum purchase. Patent dowloads =
cost a base of DM 1.8 each plus DM 0.2 per page (about $1 each + $0.10 =
per page), not a bad price. They have a nice selection, including =
patents not available elsewhere for immediate download, including BG, =
HU, PL, RO, CS, SK, CZ, LV and LT.

Unfortunately, the documents are in image/.pdf format, so text cannot be =
stripped out (an ongoing obsession of mine), but its no worse than =
hardcopy delivery in this respect. Also, TU-Ilmenau is, of course, =
limited by what the Russians supply. In this case the patent documents =
themselves (as opposed to abstracts in PAR) are only available to about =
mid-1997. The folks there are experts in Russian patents (see their =
paper, in German, on Russian patents in the recent Lucerne paper =
collections), so I have great faith they will keep as current as =
possible.
