The USPTO routinely scans the application as-filed and maintains
these in a database, but does not routinely scan the office actions
and amendments, so this database lacks most of the file.
Some of the Re-Exam files have been scanned in their entirety by
the USPTO, but these are not offered to the public in electronic form.
