The USPTO raw data can be found at ftp://ftp.uspto.gov. I have
2002-current pregrants in individual xml files (for example,
http://cxp.paterra.com/uspregrant20050050513.html) and could write a web
page that aggregates the addresses into a field-delimited text file.

EPO raw data for the most recent four weeks is at
http://ebd2.epoline.org/ebd1.htm.

We have the JPO raw data in house.and the most recent 150,000 addresses
can be pulled out of the Protys database.
