It is also worth noting that the legislation being proposed is in the
form of a Directive, not a Regulation. These operate in a different way
- a Directive has to be enacted into national law within a certain time
of being passed, so will not be effective in all member states either
immediately or simultaneously. Some EU states have in the past been
taken to the EU court for failure to enact Directives, so don't hold
your breath.
