The CIPO site gives information on payment/nonpayment of renewal fees
for pending applications as well as issued patents - click on the View
Administrative Status button.

Maintenance fees are in Part VI of Schedule II to the Patent Rules,
available on the CIPO website at:

Canada does have some administrative information available, but only for
