There is a list server specifically for users of USPTO's Public PAIR and
Private PAIR systems. (See www.patents.com/pair for signup

What exactly happens when you get the problem you are getting?

What happens if you try the exact same Public PAIR lookup from some
other location (e.g. home on a dialup line) at the same time? Have
others had problems getting into Public PAIR? (In our office we have
not had problems lately.)

Have you been doing bulk downloads of data through Public PAIR? See
http://www.uspto.gov/patft/help/notices.htm which says this:

    These databases are intended for use by the general public. Due to
    limitations of equipment and bandwidth, they are not intended to be
    a source for bulk downloads of USPTO data. Bulk data may be
    purchased from USPTO at cost (see the USPTO Products and Services
    Catalog). Individuals, companies, IP addresses, or blocks of IP
    addresses who, in effect, deny service to the general public by
    generating unusually high numbers (1000 or more) of daily database
    accesses (searches, pages, or hits), whether generated manually or
    in an automated fashion, may be denied access to these servers
    without notice.

I wonder if your IP address has been blocked by USPTO under this policy.
