The raw bibliographic data back to 1996 is available for free at the
USPTO's web site (ftp://ftp.uspto.gov/pub/patdata/). The files are in
XML and tagged field formats. They are not difficult to work with and a
computer science student should be able to make short work of them. Why
not use your funds to support a local student?
