Yes, you need to use either (P) or (S) proximity instead of AND in your search
query. For example:

=> FILE WPINDEX

=> S US/PC (P) PY>2003
L1 681595 US/PC (P) PY>2003

This avoids the problem records you describe where the date you want belongs to
another family member. E.g.

=> S US/PC AND PY>2003
L2 893564 US/PC AND PY>2003

=> S L2 NOT L1
L3 211969 L2 NOT L1

=> D PN 2

When you combine L3 and us/pc you also get results in which US is a family
member and other family counterpart entered on the specific Derwent week (same
problem with entry date or publication date).

Does someone have a way to limit a country with its specific publication date?

I don't know about each month, but you can limit the search to new basic records
within an update. Use <Derwent Week>/DW.B to retrieve basic patents only:
