May I suggest that independent searchers who may want participate in the
PTO's outsourcing program band together at this stage to monitor and
lobby for their interests? In my experience, the PTO does not have an
effective mechanism for making sure that its contracting complies with
its legal obligations to small business.
Banding together at this stage may prevent having to hire a government
procurement lawyer at a later stage.
