US Patents - "Dedicated to the Public"

I have been asked to investigate whether there is any way of establishing
whether a US patent has been "dedicated to the public". It is not a term I
am familiar with but it was used by a US patent attorney in earlier
correspondence on a case. Would it show up in the IFI
Reassignment/Reexamination database record? I have already looked at PAIR
and there was nothing within the record there. I would be grateful for any
suggestions/explanations.
