Antedated Patents

      Can someone explain the date of issue for some old patents that have
an antedated date? For instance, US97328 reads as follows:

      Specification forming part of Letters Patent No. 97,328, dated
November 30, 1869; antedated November 24, 1869.

      It would be helpful if someone could explain under what law or
regulation this was done, and how the practice changed over the years.
