Who decides what indiscriminate downloading is ? Mr. Ujihara ? You ?
ONLY the patent offices from which the material is downloaded and NOT
anybody else.
USPTO and other patent offices do not need the help of Mr. Ujihara to stop
such large-scale downloading. The network people in these patent offices are
clever enough to read their download logs to find large-scale downloaders
and stop them.
