Alan, Acrobat will allow comments, that's true, but it's a lot more work than scribbled marginalia. I somehow don't think that the marginalia from routed Official Gazettes will ever be the subject of literary criticism, although discovery during patent litigation is a more likely possibility for that form of marginalia. I'd recommend noting the odd & absurd only, in that case. But hand written notes have their problems, too, as any readers of PIUG who have ever seen my "pre-encrypted" handwriting knows.
