In former Soviet Union there were some inventions for which
certificates of inventions were issued to inventors, however no
information about these inventions were published in the Soviet Official
Gazette. When decisions were made to make these inventions available to
public, information about them were published in a special section of
the Soviet Official Gazette. Many of unpublished inventions have been
converted to Russian patents, information about them being published in
the Russian Official Gazette. I retrieved some statistics from RUABEN
-INVENTIONS (ABSTRACTS IN ENGLISH) (available online from 10 am to 1 am
EST, http://www.fips.ru/ensite/) from a website of Federal Institute of
Industrial Property [a division of Rospatent, the Russian Patent
Office]. This database contains information about published patent
documents from 1994-2002.

A customer has asked for information on Soviet "unpublished" patents. I
am
assuming that he is referring to unpublished inventor certificates that
were granted during the Soviet era. Is there any source for searching
these
documents comprehensively, or is our access limited to those
certificates
transferred to the Russian patent system and included on the PAR
database?
Is there any other unpublished Soviet patent system in existence? Any
assistance in this matter would be greatly appreciated.
