John,
Here is the note that I posted to the PIUG list last May. I believe
it's the one you were referring to. I gave it a quick try, and it still
seems to work.

Subject: Free machine translations of Japanese published
applications
One of my colleagues passed along to me an article giving instructions
on
how to obtain free machine translations of recent (1993-date) Japanese
published patent applications on the Japan Patent Office web site. The
article, by Gerry Gooding, appeared in the January 2001 issue of Journal
of
the Patent and Trademark Office Society (JPTOS), p 151-155. Here are
the
(somewhat expanded and corrected) instructions:
1. Go to the English-language home page of the JPO web site,
<http://www.jpo.go.jp/homee.htm> http://www.jpo.go.jp/homee.htm.
2. Click on "Searching IPDL (Industrial Property Digital Library)."
3. Click on "Searching PAJ" (in paragraph 2)
4. Do the appropriate search in the search box. If you have a specific
Japanese application, publication, or patent number to search, first
click
on "Number search."
5. If your search result is just one patent, you will see the
reference.
If it is more than one, click on "Index indication" to see the list.
6. Click on the publication number of a patent of interest. This will
pull
up the English-language abstract from Patent Abstracts of Japan (PAJ).
7. Click on "Detail" for a machine translation of the claims.
8. From the translated claims page, you can click on the other parts of
the
patent -- detailed description, technical field, prior art, examples,
etc.
-- to get machine translations of those sections.
Note that steps 7 and 8 sometimes require a few tries.
