Although there are electronic versions of the IPC around, I would
strongly advise against trying to force it into a spreadsheet format.
This makes it very tempting to use a term in isolation, whereas the
value of the IPC lies in the hierarchical context of the term, as well
as the definition for the single term.
I use the IPC:CLASS CD-ROM product from WIPO, which has all 7 editions
of the IPC plus the revision concordances between editions; this gives
you a good level of browsability and the means to generate a meaningful
strategy for a retrospective search. Visit the WIPO site's electronic
bookshop for more details - price when I last looked was about CHF 150.
In addition, WIPO load the IPC on a sub-domain of their site, at
http://classifications.wipo.int. But check the copyright before you
download substantial portions.
