As far as A4 for anything other than PCT transfers, it was always my
understanding that an A4 was prepared when the EPO wanted to make sure that
a search done by another body was adequate--ergo, only for PCT transfers.

Concerning availability, at least some EP-A4 documents are on
esp@cenet. They are available as a hot-link from the word A4 adjacent
to the publication number, in much the same way as the B documents. I
have no information about the extent of the collection, although I
understand that the early ones are not available in machine readable
format and so may never appear. Neither is there any information about
the time delay between production and entry into databases. However, a
good source is always the EPO Register. Once the EPO electronic file
wrapper service is up (sometime next year) you would also be able to get
it from there.

As to when they are produced, I think that they are only produced for
Euro-PCT transfer cases; certainly I have never encountered them in any
other context.
