I've made a habit of attending the IP Colloquia hosted in London by the
Centre for Commercial Law Studies at Queen Mary and Westfield College (QMW).
Towards the end of 1998 Uma Suthersanen facilitated one entitled "The role
of utility models in fostering innovation" - my brief write-up appeared on
page 27 of Searcher No 82 (the PATMG newsletter). Uma's main purpose was to
comment on the EC Draft Directive on Utility Model Protection, but in order
to do so effectively she reviewed existing UM provisions worldwide, stating
that 55 countries then had UM or Petty Patent laws. Clearly at QMW there
must be an excellent knowledge base on this subject - Uma herself in
