To whom it may concern,

Many patent related cases end up in the
Eastern District of Virginia in Alexandria.

We are collecting examples of fraud on the Alexandria
court. If you are aware of any instance in which the
PTO has withheld material documents, claimed that documents
known to exist didn't exist, or made deliberate
misrepresentations before the Alexandria court involving
any litigation. Please contact us.

The case may be patent related, civil rights, criminal
charges or any other type. Our goal is to help clean
up the PTO and attempt to restore its integrity.

As an example --CURRENTLY in case 99-850A,
the PTO has been cited as committing "fraud on the court".
One example cited is the denial by the PTO of an
incident regarding BPAI Administrative Judge Edward
Meros.

BPAI Administrative Judge Edward Meros complained
to then commissioner Bruce Lehman regarding
illegal activity at the BPAI. Shortly thereafter
he showed up for work, and with no prior notice of
any kind; Judge Meros was read a generic statement
saying that he was being placed on administrative
leave for the "safety" of PTO employees.

During the PTO ban and bar procedure,
Judge Meros was then taken to a parking garage by two
uniformed Federal police officers and beaten so
severely that an ambulance was required to take him
to the hospital.

The beating was investigated by the FBI in case
number 282A-WF-198472 Victim: Edward Meros.
The FBI turned the case over to the Dept. of Justice
for criminal prosecution (atty Wendy Olsen).

The PTO (and DOC) denied to the court in their
answer in case 99-850A that the beating ever occurred.

The PTO atty Bruce Waxman, Peggy Durfey and
US Atty in the case Leslie McClendon were provided
with the FBI case number, Wendy Olsen's name and
other specifics regarding Judge Meros's beating.

They were given the opportunity to correct their
denial. Leslie McClendon's response was that she
was doing what the agency intended and that they
were maintaining their denial of the Meros beating.

Other explicit instances are cited in the
Request for Reconsideration Brief in 99-850A
which are public records and may be ordered
from the Court clerk. (Darbe v. Daley)

If you are facing litigation in which the PTO
is involved, showing deliberate fraud on the
court and specifically on Judge Claude Hilton
may be useful. Judge Hilton hears MANY patent
cases. At the very least, it will help
keep the case honest to some extent.

As an aside, the Office of the Inspector general
was repeatedly contacted regarding illegal activity at the
PTO (including at the BPAI). The Department of
Commerce has been requested to provide OIG records
and documents, they have failed to provide records
or documents even for which receipts were issued.
