You are correct. These situations are called Euro-PCT's. There is no
physical EP document - the EP document exists only as a number in the
databases. The EPO does not publish a new copy of the document since it
would be identical to the PCT. The exception to this rule are PCT's
published in non-EPO languages. In that case, I think the applicant must get
the application translated into an EP language and the translation is
published.
