I would surmise that the work for this patent was done at Phillips too.

Apologies, everyone--I didn't realize I had mistyped. It's US6087290 that
shows up with no assignee on its face, but with Hughes Electronics on the
USPTO website and in STN's USPATFULL. And Hughes doesn't seem to make
sense, which is why I raise the question. Meanwhile, thanks to those who
took the effort to tell me the assignee of 6087200.
