Your client may be referring to certain US government patent applications that were published through the NTIS as "unexamined US patent applications." I suggest that you check the PIUG archives, because there were several messages on this topic in the past six months. I don't think that US government agencies still do this. Derwent picked up and indexed these NTIS documents.
