Very interesting! I forgot that such notices were published for the benefit
of the non-signing inventor (or his legal representative). However, while
you have identified one crack through which this sort of information may
drip, I submit that this circumstance is quite limited. I would venture a
guess that the vast majority (>95%) of cases do not involve unavailable
inventors or legal reps, so that no notices of the type cited below are
published. My impression from the post which sparked my interest here was
that the US national phase entry date was being made publicly available in
every case.
I would be interested to learn if there is any other circumstance in which
US national phase entry dates fall into the public domain as a matter of
course.
