The WO publication is not a patent application as such because if no
corresponding National or International "National Phase" patent applications
were filed then there wouldn't be a patent. The designations are an
indication by the applicant of possible equivalent patent applications in
the national phase. You will see in this case that there are many indicated
as both individual states and as part of regional (e.g. European) patents
which have their own designation system.
I couldn't find any indication of an Australian publication in the INPADOC
record I looked at.

I was searching WO 9920838 in Inpadoc. It showed Australia as the only
published country. However, its designated nationally in numerous
countries. Does that mean that the inventor decided not to publish in
those countries? What exactly does "designated" mean?
