It's certainly true that you see a pseudo AU-A document fairly rapidly after the
WO publishes. I believe I'm right in saying that it is possible to enter the
national phase in AU simply by faxing the front page of your WO document to
whoever is acting for you in AU, but I stand to be corrected on that.

Are you asking whether the AU-A would still appear so quickly if the applicant
had decided to go the Chapter II route? I believe the answer is "no", since the
international preliminary examination is carried out before national phase
entry. Of course, since AU is one of the IPEAs, the package could still have
gone to Australia, but not be further published!
