I couldn't begin to give a nutshell response to this.
The question is too open ended. I will say that there
no inexpensive or free web resources that have
chemistry specific search features that I know of.

There are papers on this topic written by myself and
others. My best reference was published in the
Encylopedia of Computational Chemistry, published by
Wiley in 1998. (unfortunately, I don't have the volume
and page no. handy). Edlyn Simmons also has papers in
this subject area.
