Granted Japanese patents are numbered serially. The
series was reset to start from 2500000 on May 28, 1996.

According to novel format 1), we have the following
series ending 1996 and starting 1997:

...
JP 8-2568299 B 961225
JP 8-2568300 B 961225
JP 9-2568301 B 970108
JP 9-2568302 B 970108
....

The '8' and '9' are superfluous. Granted Japanese patents
are numbered serially just as U.S. granted patents are and
as granted (registered) Japanese patents always have been.

Starting annually from zero applies to the Kokai and to
the Kokoku (which are no longer published).
