PIUG-L still appears to be double posting messages

Although I never heard back from the company the runs PIUG-L (TECC), it
looked lilke the double postings had stopped. Apparently the problem is
still present.

I have notified TECC again. Please refrain limit postings until the problem
can be investigated by TECC.
